The question in this grievance is whether management violated Article 37 of the National Agreement by restricting bidding on two (2) Express Mail Service Clerk assignments to incumbent Express Mail Clerks. The union contends that the assignments should have been posted for application from all clerk craft employees who had completed their probationary period. It is the position of the Postal Service that the assignments were posted in accord with Article 37.3.A. Craft employees eligible to bid were correctly identified as Express-Mail Clerks. As we find no contractual violation, the grievance is denied.
