The question raised in this arievance is whether management must post all details in excess of two weeks. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. Article 25 of the National Agreement sets forth the selection process for detailing employees to higher level details. In this context, management is not required to "post" higher level details. Accordingly, whether or not management properly selected employees for higher level details can only be determined by application of Article 25 to the fact circumstances. For the above reason, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
