The question raised in this grievance involved the reversion of Distribution Clerk, PS-5 vacancies and the establishment of additional Distribution Clerk, Machine, PS-6 positions. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. The Omaha Post Office is in the process of staffing Letter Sorting Machines. In addition, new hires are being selected from the Distribution Clerk, Machine registers to provide qualified employees for future Letter Sorting Machine staffing needs. As more mail is worked on, the machines, staffing needs in manual operations are reduced. Whether a position is needed in a particular installation is not a national interpretive question. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing, if necessary.
