The issue in this grievance is whether management properly filled the Training Technician position after the employee selected declined in favor of a different position. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. This is a local dispute suitable for regional determination by application of Article 37, Section 3, and Parts 524 and 525 of the Personnel Operations Handbook P-11. Whether the second employee selected was the next best qualified is an issue to be decided based upon the fact circumstances. Accordingly, as we further agreed, this case is hereby remanded to Step 3 for further consideration by the parties.
