The issue in this grievance is whether the disputed Senior Markup Clerk-Automated (LV-5) position was properly posted for bid. After further review of the matter, we mutually agreed that there was no national interpretive ,issue fairly presented as to the meaning and intent of Articles 37 of the National Agreement. The Senior Markup Clerk-Automated (LV-5) position is not restricted to bids from only the CPS operations. However, the senior bidder must be qualified at the time of awarding of the position. Accordingly, as we further agreed, this case is hereby remanded to Step 3 for further development and consideration, if necessary by the parties.
