The question in this grievance is whether or not management violates Article 37 of the National Agreement as it relates to bidding procedures for the new position ot Senior Markup Clerk, PS-5. The local union contends that the position should be offered first to the senior qualified level 5 clerk eligible to bid, and then to the senior qualified level 4 clerk eligible to bid. In accord with the national pre-arbitration settlement between the parties, dated March 6, 1982, the Senior Markup Clerk automated position (SP2-35) is to be filled by the senior qualified clerk craft employee eligible to bid. Employees in PS level 4, Markup Clerk Automated (SP2-16) assignments are eligible to bid and be considered on the basis of their career seniority, the same as level 5 clerks. To the extent discussed above, we consider this grievance closed.
