The issue in this grievance is whether the 204-b involved has been continuously detailed for four (4) months and if so should be deemed an unassigned regular clerk. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We agreed to remand this case for application of Article 37, Section 3.A.7, to the fact circumstances involved. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing.
