The issue in these grievances is whether an employee who is detailed to a supervisory position may perform supervisory duties and bargaining unit duties during the same tour of duty. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in these cases. We agreed that management may assign craft employees to supervisory details for periods of less than one day. Form 1723 should be annotated properly to show the dates and time an employee is detailed to a supervisory position. Management may amend Form 1723 in order to have an acting supervisor perform craft work. Accordingly, we agreed to remand these cases to the parties at Step 3 for further processing, if necessary.
