The issue in this grievance is whether a bargaining-unit employee can be assigned as a 204B for less than a full eight hours. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. A bargaining-unit employee may be assigned as a 204B less than a full day. Under 37.3 (7), management must provide a copy form 1723 showing approximate times and days of the detail. Any amendment to the form shall also be provided to the union. This case is remanded to Step 3 for further consideration by the parties. Whether or not the employee was needed is a noninterpretive issue. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing including arbitration if necessary.
