The question raised in this grievance involved whether the grievant was improperly disqualified for an FSM position because of failure to meet the visual requirements. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. There is no dispute between the parties at Step 4 relative to the meaning and intent of visual qualification requirements for FSM positions as set forth in EL-303. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing, if necessary.
