The question raised in this grievance involved the fact that the subject positions were posted with an SF-46 requirement. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. We agreed that the question raised can be answered by applying the provisions of EL 303, Section 142, to the fact circumstances involved. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing, if necessary.
