The grievance concerns whether management may post LSM operator bid assignments with a requirement that the successful bidder may have to perform manual distribution at stations and branches and must qualify for an SF-46. It is the position of the Postal Service that because of business conditions and staffing at a particular post office, even LSM operators may be required to perform manual distribution on occasions. And, if management determines that such manual distribution may be accomplished away from the LSM site, they may so stipulate on the bid. The employee will be paid at the level 6 rate. However, possession of an SF-46, Government Vehicle Operator's Identification Card, because the employee may be required to travel off site, should not be a condition for bidding on an LSM operator assignment, if failure to possess or to qualify for one would deny the employee the bid. The SF-46 is not essential to the performance of the primary assignment. This grievance is considered resolved to the excent discussed above.
