The question in this case is whether the grievant is entitled to compensation as a result of the delay in placing him in a bid assignment. During our discussion, we agreed that the grievant should have been placed in the assignment within 21 days of becoming the successful bidder. We also agreed to remand this case to Step 3 for application of the above and compensation, if appropriate.
