The question in this grievance is whether or not management violated Article 37 of the National Agreement by not placing the grievants in bid assignment's during the month of December. The Union contends that a Local Memorandum of Understanding provision specifying placement in bid assignments ten days after qualifying applies to the month of December. It is the position of the Postal Service that the provisions of National Agreement Article 37.3.D.F.2 is controlling. The exclusion of the month of December from the requirement to place employees in bid assignments cannot be overruled by a Local Memorandum of Understanding. As we find no contractual violation, the grievances are denied.
