The question in this grievance is whether or not management violates Article XXXVII of the National Agreement by denying the grievant scheme training to learn alpha codes on an air service bid. In the instant case, an announcement was posted for Bid Assignment No. T3A-12 showing an air service scheme. Grievant was the successful bidder and was assigned to the job. Grievant was given two (2) hours of training on use of service manuals and 7 day on-the-job training to familiarize him with work. No formal training was provided to learn a scheme. Grievant feels that he is entitled to one (1) hour of paid training for each 16 items. It is our opinion, the posting of Job Assignment T3A-12 with an air service scheme was an error. The alpha codes used in the air service assignment are not schemes in the formal sense, nor is any scheme knowledge required. These alpha codes, abbreviations for major airports, are easily learned through on-the-job training. There are also manuals and routing schemes available to assist the employee. Accordingly, as we find no violation of the National Agreement, this grievance is denied.
