This Step 4 Settlement Agreement concerns the grievant's contention that she has been performing the duties of a Postage Due Technician for over two years. She requested that her present job be upgraded to level 6 and that she be paid back pay for the past two years. The parties mutually agreed that the Postage Due Technician, Level 6 position is authorized where the scope of daily postage due activity requires that the employee spend at least 75% of the time on the basic functions, and involves a minimum of 40 trust fund accounts with yearly revenue in excess of 1355 revenue units. Whether or not a Postage Due Technician position was justified in this local office could only be determined by a review of the fact circumstances as they exist at the local level.
