This Step 4 Settlement Agreement involved whether management violated Article 37 by charging the grievant with an error. The Union contended that the mail used in the EDIT was not a general-mix. After further review of this matter, it was mutually agreed that whether the mail was properly mixed for a particular EDIT was not a National interpretive question. Accordingly, this case was remanded to the parties at Step 3 for further processing if necessary. This document contains two related issues.
