This National Level Pre-Arbitration Settlement Agreement addresses whether management violated the National Agreement as it concerns staffing MPLSM crews with part-time flexibles.  It was mutually agreed that the placement of PTF's on MPLSM crews with regular operators is not precluded by the terms of the National Agreement.  The placement of PTF's on crews not only enhances their training, but ensures that they receive the appropriate amount of training time to remain proficient. The parties further agreed that it was not the intention of the parties that PTF's be used to the detriment of full-time regulars on bid assignments. This document contains two related issues.  A Step 4 Agreement on Page 1, and a National Pre-Arbitration Settlement on Page 2.
