APWU’s Legislative Victories

Amid attacks on the Postal Service and a pandemic, we fought together to secure concrete wins for our union, for the people’s public Postal Service, and for our democracy. As we look ahead, it’s important to celebrate the victories that unscore the power of our collective strength. Below, you’ll find a list of our recent achievements. 2020 APWU Victories

May 15, 2020: We helped ensure the passage of the Heroes Act (H.R. 6800) included $25 billion for USPS. Read more here.

June 11, 2020: President Dimondstein testified before the Committee on House Administration on voting rights and election administration. Read more here. 

August 20, 2020: President Dimondstein testified before the Congressional Progressive Caucus on the importance of COVID-related emergency postal funding, the efficacy of Vote-by-Mail, and against efforts to privatize USPS. Read more here.

August 28, 2020: President Dimondstein testified before the House Committee on Homeland Security on the importance of COVID-related emergency postal funding, the efficacy of Vote-by-Mail, and against efforts to privatize USPS. Read more here.

September 3, 2020: USPS held the inaugural meeting of the National Election Mail Task Force. APWU was integral to the establishment of the Task Force, which helped ensure ballots got where they needed to go securely and efficiently during the 2020 election.  Read more here. 

December 27, 2020: We worked to ensure that another sweeping COVID relief bill included vital funding for the Postal Service. This bill converted the $10 billion additional borrowing authority loan in the March 2020 CARES Act into direct emergency relief to the USPS without requiring repayment. Read more here. 

2021 APWU Victories

February 1, 2021: The House and Senate reintroduced the USPS Fairness Act. Read more here. 

February 24, 2021: President Dimondstein appeared at a hearing of the House of Representatives Committee on Oversight and Reform to discuss the financial issues facing the Postal Service and a draft legislative proposal on postal financing. Read more here. 

March 11, 2021: President Biden signed the American Rescue Plan Act of 2021 into law, allowing workers to take COVID-related paid time off to care for themselves and for their loved ones. Postal workers also secured a critical workers compensation reform, which helped streamline COVID-19 claims. Read more here.

May 11 & May 19, 2021: The House and Senate introduce Postal Reform. Read more here. 

May 12, 2021: The Senate confirmed Ron Stroman and Amber McReynolds to the Postal Board of Governors. Read more here.

July 13, 2021: APWU member Brian McLaurin testified before the Senate Appropriations Subcommittee on Financial Services and General Government (FSGG) on ongoing USPS service issues.

2022 APWU Victories

February 14, 2022: Rictarsha Westmoreland testified at a field hearing on mail delivery slowdowns held by Representative Gerald E. Connolly, Chairman of the Subcommittee on Government Operations.

March 15, 2022: President Biden signs the Consolidated Appropriations Act of 2022 into law, which includes language requiring the Postal Regulatory Commission to investigate the benefits of, and the best way for, a return to USPS 2012 standards.

April 6, 2022: The historic Postal Service Reform Act of 2022 is signed into law. This major victory was 15 years in the making!

December 29, 2022: Consolidated Appropriations Act 2023, signed into law. This incorporated two aspects we were fighting for: increased funding for the National Labor Relations Board (NLRB) and positive electoral reform.
