Arbitrator Das concluded that a Postmaster "may continue to perform those duties historically performed...in that office on a daily, regular or routine basis" so long as no work has shifted or transferred to the Postmaster. The Arbitrator declined to address the situation where the hours of Clerks in the office are decreased without a change in the amount of bargaining unit work performed by the PM.
