The Step 4 dispute was filed by the USPS over the APWU filing a nationwide class action grievance at Step 1. Das held this was improper, and remanded the issue back to a Step 4 meeting to resolve or re appeal. Das also ruled the Union is entitled to raise in any subsequent re appeal whether the USPS had implemented a national program for shifting work in Post Offices outside the bargaining unit, inconsistent with the Garrett Award and 1995 Step 4 settlement.
