The question raised in this grievance involved the scheduling of PTF clerks. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. The determination of PTFS employees reporting time is not a national interpretive issue. It was further agreed that if a posted reporting time for PTF employees is subsequently changed, and the employees are properly scheduled no out of schedule obligation is thereby incurred.
