The parties agreed that Clerk and MVS employees who were denied retreat rights would be given the opportunity to select, by seniority, among duty assignments for which they would have otherwise been the senior bidder, and be made whole. Any excess employees, which resulted, would be reassigned pursuant to Article 12.
